Kemptville Campus Library Loaning Policy


Who May Borrow:

  • Full-and part-time students registered with Kemptville Campus

  • Current and retired faculty & staff members (including contract, sessional, and adjunct)

  • Kemptville College Alumni members

  • User groups outlined in the "Who May Borrow" section of the TUG Lending Policy Provisional.

For an annual fee of $20.00, patrons not affiliated with Kemptville College, who are members of the community at large may register for a year at a time (the year begins when they register, there is not pro-rating for periods less than a year) Some borrowing restrictions apply.

Lending Regulations for Library Materials Excluding Periodicals:

  • Library materials include a range of resources such as books, government publications, pamphlets, video & sound recordings

  • Kemptville Campus Staff & Faculty Members: May borrow a reasonable number of items for a two-week period.

  • Kemptville Campus Students: May borrow a reasonable number of items for a two-week period.

  • Local Off-Campus Patrons : May borrow a reasonable number of items at a time from the collection of Purvis Library, Kemptville Campus. Exclusion of library materials from off-campus circulation may occur subject to student needs i.e. major assignments, etc. Loans are for a two-week period.

The term "reasonable" refers to an honor system that relies on library patrons selecting materials for their use without needlessly divesting the collection of all materials about any given subject.


Renewals:

Barring holds or recalls, books may be renewed by any borrower twice.


Lending Regulations for Periodicals:

Professional journal issues do not circulate. Issues from most trade periodicals (except for the current issue) may circulate for a two-week period. Any trade periodicals indexed in online biblio-graphic indexes, i.e. Agricola, etc., will not circulate.


Recalls:

Materials on loan may be recalled by students, faculty/staff members and must be returned by the due date. The borrower requesting the item to be recalled will be notified by e-mail when the item is returned. Once the item is returned, the patron placing the recall will have 2 days in which to pick up the item. After 2 days the item will be returned to the general collection.

- Borrowers who have an item recalled by another borrower are guaranteed a minimum 14 day loan.


Reserve Reading:

Teaching staff may request that library materials (or their own personally owned materials) be placed on "reserve" so that students may have quick & timely access to those items. All photocopies accepted for reserves must be in compliance with copyright regulations. Some materials placed on reserve are used in-house only. Other materials may be circulated on an overnight basis. Reserved items borrowed over night must be returned by 1:00 p.m. of the due date.


Book and Journal Article Delivery Service:

Book and journal article delivery services are available, at no charge, to Kemptville College students, faculty & staff through Inter-Library Loan Services. Inter-Library Loan services are not available to borrowers, not affiliated with Kemptville College U of G, who are members of the community at large.


Sanctions:

In the event that a borrower does not return material by its due date the following sanctions apply:

Fines - - All overdue material is subject to fines as follows:

Recalled material - - $1/day after the recall due date to a maximum of $15 per item

Reserves Reading material - - items on loan for 1, 2 or 3 hours--5 cents per minute to a maximum of $24 per item; items on loan for 1 or 3 days--$3 per day to a maximum of $15 per item

All other material - - 25 cents per day to a maximum of $15 per item. Full sanctions of $15.00/item will apply if item is not returned at the end of each semester.


Replacement Charges:

Borrowers will be charged the cost of replacing unreturned library materials. In addition to the replacement charge, the borrower will be charged a processing fee of 10% of the original cost of the lost item. Bills of replacement & other fees will be sent to the borrowing staff, faculty & community members on a quarterly basis. Cost of replacement & other fees will be deducted from the borrowing student's contingency fee at the end of each term.

Suspended Borrowing Privileges:

Borrowing privileges are suspended for any borrower when that borrower has one or more overdue item and/or monies owed to the library in outstanding accounts.


Additional Sanctions:

Marks, diplomas, and tuition refunds may be withheld for Kemptville College students who owe monies in outstanding accounts to the library and/or have not returned overdue library materials.


Appeals:

Appeals concerning replacement charges & fines are heard according to current Kemptville College appeal policies & procedures.


Confidentiality:

Except when authorized to do so (see Name Release), to protect the privacy of users and their right to consult and borrow library materials without prejudice, this library will not release information about library users to any person, instit-ution, agency or association except for reporting financial information regarding materials to the offices of the Registrar, Financial Services and the appeals committees referred to above.

In cases where a court order requires Purvis Library to provide information about a library user, the only obligation of the Library to the user is to inform the user that the court order has been served and that it intends to comply.


Name Release:

Borrowers registering at Purvis Library, Kemptville College may authorize the Library to release their name to anyone urgently seeking for brief consultation material charged out to them.


TUG - Tri-University Group of Libraries:

Students, faculty & staff registered at Purvis Library may borrow library materials from the collections of TUG through ILL. Bibliographic records of the holdings of all three universities and affiliated libraries are contained within one library catalog - Trellis. You may access the Trellis catalog through the Internet at:

http://trellis.tug-libraries.on.ca

In addition, the TUG Group has created a harmonized lending policy for the 3 Universities & affiliated libraries. Purvis Library borrowers must follow the terms & conditions contained with the TUG Lending Policy Provisional when accessing & borrowing library materials from the TUG collections.
